Shearon Harris Nuclear Power Plant Unit 1, Preservice Inspection (PSI)
Program The staff has reviewed your letter dated November 5, 1985 relating to the preservice inspection of component supports at Shearon Harris, Unit 1.
ASME Section XI, 1980 Edition through Winter 1981 Addenda, paragraph IWF-2200(b) requires that all preservice inspections on component supports be performed following the initiation of hot functional testing (HFT). It is your position that this inspection is not required for component supports where the design and operating temper'ature of the process fluid is less than or equal to 200'F.
As an alternate, you propose to use final construction
'inspection records that document an inspection done prior to HFT which you consider equivalent to the preservice inspection requirement.
In general, supports covered by this requested authorization are in systems such as emergency service water, component cooling, and containment spray;
- however, the request is applicable to all supports that meet the 200'F criteria irrespective of their system designation.
The staff has prepared the enclosed Safety Evaluation addressing the above cited letter and concludes that certain visual examinations of component 8601020363 851226 PDR ADQCK 05000400 8

Mr. E. E. Utley supports can be per formed prior to HFT provided that the specific conditions defined in the Safety Evaluation are met.
