1 - DOCKET NO.50-000 PRESERVICE INSPECTION OF COMPONENT SUPPORTS
Dear Mr. Denton:
Carolina Power R Light Company (CPRL) hereby requests authorization in accordance with 10 CFR 50.55a(a)(3)(i) to use alternatives to certain requirements of the ASME code for preservice inspection imposed via 10 CFR 50.55a(g).
ASME Section XI, 1980 Edition through Winter 1981 Addenda, paragraph IWF-2200(b) requires that all preservice inspections on component supports shall be performed following the initiation of hot functional testing (HFT). It is CPrtrL's position that this inspection is not required for component supports where the design and operating temperature of the process fluid is less than or equal to 200'F.
As an alternate, CPRL willutilize final construction inspection records that document an inspection done prior to HFT which is equivalent to the preservice inspection requirement.
This alternate provides an acceptable level of quality and safety on the basis that the final construction inspection is equivalent to a preservice inspection and that HFT does not alter the condition of supports on low temperature systems.
In general, supports covered by this requested authorization are in systems such as emergency service water, component cooling, and containment spray; however, the request is applicable to all supports that meet the 200'F criteria irrespective of their system designation.
To support current construction and testing schedules we request your authorization by December 2, 1985. If necessary, CPRL is willing to meet with the NRC staff to further discuss this proposal.
