Dear Mr. Denton:

Carolina Power dc Light Company (CP&L) submits additional information regarding the Shearon Harris Nuclear Power Plant (SHNPP) ability to place the plant in a cold shutdown condition considering a limiting single failure. This information is also pertinent to Safety Evaluation Report Confirmatory Item 36, regarding steam generator tube rupture. This submittal is made at the request of a Reactor Systems Branch reviewer specifically requesting information on suitable plant systems to provide the function of depressurization to achieve a cold shutdown condition. The reference letter also discusses this subject in response to DSER Open Item 09.

For SHNPP, the primary means of Reactor Coolant System (RCS) depressurization (considering a limiting single failure) is by utilizing the pressurizer auxiliary spray line, which is a portion of the Chemical and Volume Control System. The fluid flow path is via the centrifugal charging pumps and the auxiliary spray valve to the pressurizer. The normally closed auxiliary spray valve fails closed on loss of air, but will be readily accessible to operating personnel and can be opened in 0-6 hours by using a pressure regulated portable air supply. The backup means of RCS depressurization is via the pressurizer power-operated relief valves (PORVs). These valves have been demonstrated operable under seismic and post-seismic conditions under the Westinghouse pump and "

valve operability program. Additionally, a SHNPP specific PORV was tested under the EPRI operability and reliability test program (NUREG-0737, Item II.D.l).
