SUMMARY
I Per our conversation, CP&L requests a meeting as soon as possible with NRC management to discuss our need for early NRC approval of our exemption request (per Reference
- 1) which will allow removal of primary loop whip restraints.
.BACKGROUND CPSL provided in References 1 and 2 substantiating documentation and requested an exemption to
- 10CFR50, Appendix A, criterion 4, with respect to asymmetric blowdown loads resulting from discrete breaks in the RCS primary loop.
This documentation was prepared using the guidance of GenericLetter 84-04 (Reference 3).
Based upon the technical confidence and industry justification for this exemption request and the long-term man-rem savings due to increased
- access, CPGL is in the process of simplifying the inefficient design and cumbersome construction imposed by the loop whip restraints.
The simplified design concept starts with removal of the whip restraints located in the primary shield wall.
