Dear Mr. Denton:
In accordance with 10 CFR 50.30(c), Carolina Power & Light Company hereby transmits three (3) signed originals and sixty (60) copies of Revision 2 to the Shearon Harris Nuclear Power Plant (SHNPP) Emergency Plan.
This revision is provided in order to address questions from the NRC Staff that were included in the SHNPP Safety Evaluation Report. In addition, changes reflect cancellation of Unit 2, interfaces with the North Carolina Radiological Emergency Response Plan, organization of the personnel health physics responsibilities into a separate Personnel Protection and Decontamination Team, and consolidation of the Plant Media Center into the Corporate Headquarters Media Center. Significant (non-editorial) changes are indicated by vertical bars in the right-hand margin of the pages. Text pages have been printed on both sides.
This revision also includes results from the Evacuation Time Study (submitted in December 1983), the locations of shelters, and protective action recommendations based on core and containment conditions. These three subjects were discussed Xn our letter of October 4, 1983 and are included here as our response to questions in the Safety Evaluation Report.

1.2 Purpose of SHNPP Emergency Plan and Procedures The purpose of the SHNPP Emergency Plan (EP) and Plant Emergency Procedures (PEP) is to assure that the state of onsite and offsite emergency preparedness provides reasonable assurance that adequate corrective and protective measures can and will be taken in the event of a radiological emergency at the plant.
The SHNPP Emergency Plan and Procedures outline the Emergency Preparedness Program which has the following objectives:
Provide protection of plant personnel and the general public.
Prevent or mitigate property damage.
Effective coordination of emergency activities among all organizations having a response role.
Early warning and clear instructions to the p'opulation-at-risk in the event of a serious radiological emergency.
Continued assessment of actual or potential consequences both on site and off site.
Effective and timely implementation of emergency measures.
Continued maintenance of an adequate state of emergency preparedness.

Shearon Harri.s Nuclear Power Plant (SHNPP) Mar'ch 1983 Emergency Plan (EP) Rev. 0 The SHNPP Emergency Plan and Procedures are contained in the SHNPP Plant Operating Manual (POM), Volume 3, which consists of the following parts:
Book 1, Emergency Plan (EP)
Book 2, Pla'n't Emergency Procedures (PEP)
A list of Plant Emergency Procedures required to implement the plan can be found in Appendix E of Book 1.
1.3 Responsibility for Plan Development and Review Responsibility for the SHNPP Emergency Plan development, review, and periodic update is assigned to the Assistant to the Plant General Manager who serves as the SHNPP Emergency Planning Coordinator.
1.4 Emergency Classes Off-normal plant conditions are classifed according to four emergency classes which in order of increasing severity are: UNUSUAL EVENT; ALERT; SITE EMERGENCY; and GENERAL EMERGENCY. The emergency classes are defined in NUREG-0654, Appendix 1 as follows:
Unusual Event Unusual events are in process or have occurred which indicate a potential degradation of the level of safety of the plant. No releases of radioactive material requiring off-site response or monitoring are expected unless further degradation of safety systems occurs.
Alert Events are in process or have occurred which involve an actual or potential substantial degradation of the level of safety of the plant. Any releases expected to be limited to small fractions of EPA Protective Action Guideline exposure levels.
Site Emergency Events are in process or have occurred which involve actual or likely major failures of plant functions needed for protection of the public. Any releases not expected to exceed EPA Protective Action Guideline exposure levels except near site boundary.
General Emergency Events are in process or have occurred which involve actual or imminent substantial core degradation or melting with potential for loss of containment integrity. Releases can be reasonably expected to exceed EPA Protective Action Guideline exposure levels offsite for more than the immediate site area.

1.5 Plant Site Descri tion The Shearon Harris Nuclear Power Plant (SHNPP) site is located in the extreme southwest corner of Wake County, North Carolina, approximately 16 miles southwest of Raleigh, which is the largest population center, and approximately 15 miles northeast of Sanford, North Carolina, in Lee County (See Figures 1.5-1 and 1.5-2). Approximate coordinates of the plant center line are latitude 35 38'01" N and longtitude 78 57'23" W. The Shearon Harris Nuclear Power Plant consists of two pressurized water reactors (PWR) of Westinghouse Corporation manufacture, each licensed to operate at 2785 megawatts thermal (MWt). The associated gross electrical output is approximately 900 megawatts electric (MWe) each. The major structures of SHNPP which contain radioactive materials are the Containment Buildings, Reactor Auxiliary Buildings, and the Waste Processing Building. Figure 1.5-3 shows the principle site buildings. Figure 1.5-2 shows the exclusion boundary and location of the Shearon Harris Energy & Environmental Center (SHEEC) in which are located the Emergency Operations Facility (EOF) and the Plant Media Center (PMC).
1.6 Plume Ex osure Emer enc Plannin Zone (EPZ)
The Plume Exposure Emergency Planning Zone (EPZ) is defined as the area within an approximate ten-mile radius of the SHNPP and is referred to as the 10-Mile EPZ.
Principal exposure sources from the plume exposure pathway are (a) whole body external exposure to gamma radi,ation from the plume and from deposited materials, and (b) exposure of the lungs and internal organs to gamma and beta radiation from inhaled radioactive gases and/or radioactive particulates. The time of potential exposure can range in length from hours to days.
Figure 1.5-2 shows the Plume Exposure EPZ in relation to the location of SHNPP. The Plume Exposure EPZ includes portions of the North Carolina counties of Chatham, Harnett, Lee, and Wake. Annex H, attached, shows evacuation routes and local emergency planning zone boundaries in the 10-mile EPZ ~
The prevailing winds around the plant are from the southwest.
