In the event of a radiological emergency at the St. Lucie Power Plant on Hutchinson Island, the Sheriff's Department of St. Lucie County,will render response as quickly and safely as possible.
The Department's authorized strength is currently:
78 Road Patrol, 29 Detectives, and approximately 48Wuxiliary Officers.
Equipment includes 78 marked patrol vehicles, 25 unmarked vehicles and 8
vehicles equipped with four-wheel drive. There also is a l7'oat, a 34'oat, a Bell 286-B helicopter, a Piper Super Cub and a twin engine Piper Aztec fixed wing airplane at our disposal.
Communications equipment is mounted in all vehicles and personnel will also be issued hand radios (walkie talkies).
Our personnel are trained in traffic control and first aid.
It is important to note that not all personnel will be available immediately.
It will take some time for notification to go out t

This responds to your letter of December 3, 1987, requesting updated information concerning St. Lucie County-Fort Pierce Fire District's role in the event of a nuclear power reactor incident.
'The following resources will be available as required by the situation:
On first response, two pumpers, with a crew of 10 men and one ambulance with a crew of three men will be dispatched.
If necessary, our aerial platform truck will also be sent.
Additional manpower and equipment can be made available.
In addition to equipment listed above, we have eleven
- tankers, ten pumpers, twelve ambulances and a number of staff cars which may be used if necessary.
Me operate with a total of 170 combat firefighters.
e The pumpers have a capacity of 1,000 ot 1,250 gpm.
The ambulance sent on first response will be an Advance Life Support Unit with a Paramedic on board.
Foam and foam applicator and dry chemicals with dry chemical adaptors will be a part of the specialized equipment.
There is a telemetry radio in the ambulance and the fire apparatus is equipped with four channel 2-way radios.
The duties that this agency can perform in such emergency include for example:
first aid, medical care, fire protection, Advanced Life Support

Therefore, REAC/TS is prohibited from competing with commercial firms whfch can provide radiological emergency services.

Services will continue to be provided in accordance with the above referenced Emergency
Response
Assistance Agreement. between FPL and Bechtel originally dated January 1,
1984 and amended June 19, 1987.
Upon notification from FPL's predesignated officials of an emergency, during or immediately after a nuclear incident, Bechtel shall provide Loaned Employee Assistance to FPL as expeditiously as practicable to supplement FPL's effort to manage and control the emergency'.
The loaned employees shall be under the complete supervision, direction and control of FPL.
Upon notification from FPL for Home Office Emergency Assistance in addition to loaned employees, Bechtel shall mobilize its home office facilities including the Palm Beach Gardens Office and make available resources to provide engineering, procurement, construction and related technical services as requested by FPL.
Bechtel will respond to requests from the following FPL officials:
Group VP Nuclear Energy, VP Nuclear Energy, Chief Engineer
- Power Plants, Nuclear Plant Manager-Turkey Point, Plant Manager-St.
Lucie, or any FPL employee designated in writing by any such official.

This fs a letter of support indicating Martin Memorial Hospital's desire to serve as a back-up medical facility f'r radiological in)urfes at your St.
Lucie Nuclear Powex Plant.
Martin Memorial Hospital stands ready to provide medical services to casualties coming from Florida Power 4 Light's St. Lucie Nuclear Power Plant: upon notification by your emergency coordinator or his designee.
Such notification should be made to the hospital's Adminfstratox on-Call so that the hospital's radiological casualty planning process can begin.
The hospital will provide the following resources as they are needed by a particular situation:
- 1) Personnel - the Emergency Department physicians and nursing personnel in the Emergency Room will, upon completfon of their training by Florida Power 6 Light, be available to service any such radiological disaster.
In additfan, other hospital personnel including physfcfsts, trained technicians, etc. vill also be available.
- 2) Facilities - Martin Memorfal Hospital vill make available its Emergency Room for treatment of such casualties in accordance with the radiological disastex plan, including the necessary precautfans which will be imple-mented by Florida Power L Light and the hospital fox the protection of the facilfty froa htLxards whfch may eaaxmte from the radiological casualties.
- 3) Patient Transportatfan -
the hospital does not provide first response ambulance services.

the hospital Emergency Room can be in constant contact wfth the Martin or St.
Lucio County paramedf cs and E.M.T.s that staff the ambulances who provide first response treatment in eithex't those two counties.
- 4) Equipment -
the hospital provides equipment necessary to treat most medical and surgical emergencies within the haspf tal's Emergency Roam.
Also, Max'tin Memoxfal Hospital is a full service hospital capable of handlfng those medical and surgical emergencfes and treatment.
In addi tion, speci alfred equipment furnished by Florida Powex' Light Company to treat radiological emergencies will also be available in the Emergency Room.
We stand ready to respond dn the best or oor ability to an emergency tn the St. Lucie Nuclear Powex Plant should it arise.

- time, we are in the process of modifying and developing our radiological disaster plan.
Our Disaster Committee formed a sub-committee to work specifically on that plan and it is nearing completion.
As soon as this radiological disaster plan is complete, we will supply it to you and request your input for improvements to that plan.
