Dear Mr. Denton:

Carolina Power 5 Light Company (CPAL) hereby transmits three (3) originals and sixty (60) copies of Amendment No. 2 to the Shearon Harris Nuclear Power Plant Final Safety Analysis Report (FSAR). Amendment No. 2 consists of new and/or revised technical information requested by NRC letter dated November 25, 1981 to Mr. J. A. Jones concerning Acceptance Review of our application for an Operating License, other technical changes determined during CPKL review, deletion of reference to Units 3 and 4 and editorial changes. The deletion of reference to Units 3 and 4 is not complete and further deletion will be contained in our June, 1982 amendment.

The following items, specified in your Acceptance Review letter of November 25, 1981, have been addressed in this Amendment:

1. Enclosures 2 and 3 - Requests for additional information - FSAR and ER CPAL's response to these enclosures was sent to you in our letter dated January 29, 1982. These responses have been folded into the FSAR and Environmental Report in this amendment.

2. Enclosure 5

a. Item 3 - Emergency Preparedness (FSAR Section 13.3.3)

b. Item 6 Initial Test Program (FSAR Section 14.2.3)

c. Item 7 Special Low Power Tests (FSAR Section 13.2.1.1.2)

d. Item 8 Preservice and Inservice Inspection (FSAR Section 5.2.4 and 6.6)

e. Item 10 Procedure and Training for Station Blackout (FSAR Section 13.2. 1. 1.2)

f. Item 11 - Preservice Inspection and Testing of Snubbers (FSAR Section 3.9.2.1.3)

g. Item 13 - Effects of Containment Coatings and Sump Debris on ECCS and CS (FSAR Section 6.2.2.3.2)

h. Item 15 Compliance with GDC-57 with respect to Isolation Valves in PWR Feedwater lines (FSAR Section 6.2.4.2.4.4)

i. Item 16 Tornado Missile Protection with respect to Ventilation Openings (FSAR Section 3.5.2)

The remaining Acceptance Review Letter items will be addressed in our June, 1982 amendment.
