Dear Mr. Denton:
It has been brought'o CP&L's attention recently by several suppliers that the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel'ode,Section XXX, does not contain a specific requirement that material test reports or other documentation be provided with a longhand signature.
On this basis, several of the suppliers provide initialed, stamped or similarly annotated documentation, particularly when the supplier has a large volume of documentation to process.
ANSI N45.2.10-73 requires'ertificates of Conformance, Certificates of Compliance, and Certified Test" Reports to be written and signed.
Due to this situation, CP&L has recently experienced problems in procurement of affected items, primarily steel.
In view of the above, CP&L requests an interpretation of ANSI N45.2.10,.
as invoked'by Regulatory Guide 1.74, as to whether or not Certificates of Conformance, Certificates of Compliance, and Certified Test Reports must contain a longhand signature.
Since this matter is currently impacting our procurement program, it is respectfully requested that a response to this question be provided's soon as practicable.
If the NRC's response is that ANSX N45.2.10 requires a longhand signature (above and beyond the ASME Section IXI requirements), it is recommended that action be initiated to make the ASME and NRC requirements consistent in this area.
TIds would greatly reduce current problems and misunder-'tandings that may now exist.
CP&L'illappreciate your assistance with regard to clarification of this matter.
