RESPONSE
TO RE UEST FOR EVACUATION TIME ESTIMATES
Dear Mr. Grimes:
This letter is submitted in response to the NRC letter dated December 26, 1979, requesting information regarding estimates for evacu-ation of various areas around nuclear power reactors.
Although Carolina Power
& Light Company (CP&L) feels that evacuation information is important and must be developed during the course of the current efforts to improve nuclear power plants'mergency Plans and State/Local Radiological Response
- Plans, CP&L cannot currently respond adequately within the time constraints of the March 31, 1980, proposed submittal date.
CP&L believes that meaningful, large-scale evacuation data can be obtained for our Shearon Harris Nuclear Power Plant (SHNPP) only after the details of an acceptable (approved by appropriate governmental agency) local emergency evacuation plan has been'developed.
The North Carolina (currently under NRC review) Emergency Plan does not, at present, contain sufficient detailed information relating to a ten-mile evacuation radius.
Only after such information is available and proposed rule changes are finalized can realistic evacuation estimates be provided and utilized for planning bases.
CP&L will work with you on an expedited basis to provide the requested information once the above items have occurred.
CP&L is currently working with appropriate state and local officials in North Carolina in a sincere effort to develop the SHNPP Emergency Plan.
We do not feel that our SHNPP site offers any unusual evacuation constraints or provides a risk to large populations that would necessitate the special planning measures mentioned in your letter.
We trust this information is suitable for your use.
