Dear Mr. Denton:
In Apri1, 1979, members of your staff expressed concern for the moisture content allowed by Ebasco Speci fication CAR-SH-CH-4 "Embankments, Dams, Dikes, and Channels" in placing fi11 mater ials for the Main Dam, Auxi1iary Dam, and Separat ing Dike.
As a result of conversat ions between your s taff and Caro 1ina Power
& Light Company (CP&L) pers one 11, Ebasco Speci fication CAR-SH-CH-4 was revised.
However, prior to the Apri1, 19 7 9 conversat ions, some impervious core material had been placed at the Auxiliary Separating Dike and at two 1ocat ions of the Auxi1iary Dam.
CP&L'ad the opt ions of removing this materia 1 or verifying that it met the acceptance criteria of the" revised Ebasco Specification CAR-SH-CH-4.
CP&L'ecided to remove previous ly placed materia 1 in the Auxi1iary Dam and Separating Dike and is presently construc-ting both structures in accordance with'he
.revised speci fication as approved by your staff.
