Dear Mr. Scarola:

On September 18, 1996, the NRC issued Generic Letter (GL) 96-05, "Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves," to request that nuclear power plant licensees establish a program, or ensure the effectiveness of the current program, to verify on a periodic basis that safety-related motor-operated valves (MOVs) continue to be capable of performing their safety functions within the current licensing basis of the facility.

By letter dated June 12, 1998, you submitted an updated response to GL 96-05 indicating your intent to implement the provisions of a Joint Owners Group (JOG) Program on MOV Periodic Verification at the Shearon Harris Nuclear Power Plant. The NRC staff has encouraged licensees to participate in the industry-wide JOG program to provide a benefit in reactor safety by sharing expertise and information on MOVperformance and to increase the efficiency of GL 96-05 activities at nuclear plants.

Licensee participation in the JOG program also minimizes the amount of information necessary for the NRC staff to review each licensee's response to GL 96-05. As a result, the NRC staff requires only limited information to complete its GL 96-05 review for the Harris plant.

The enclosed request for additional information regarding the GL 96-05 program at the Harris Plant was discussed with your Licensing staff on March 8, 1999. A mutually agreeable target date of May 28, 1999, for your response was established.

If circumstances result in the need to revise the target date, please call me at the earliest opportunity.

REQUEST FOR ADDITIONALINFORMATIONON GENERIC LETTER 96-05 SHEARON HARRIS NUCLEAR POWER PLANT In a letter dated August 7, 1996, the NRC staff concluded that the licensee of the Shearon Harris Nuclear Power Plant (Harris) had satisfactorily addressed its commitments to implement a motor-operated valve (MOV) program in response to Generic Letter (GL) 89-10, "Safety-Related Motor-Operated Valve Testing and Surveillance." Therefore, the NRC staff closed its review of the GL 89-10 program at Harris based on a close-out package submitted by the licensee on February 28, 1995,

In the August 7, 1996, letter, the NRC staff indicated that the licensee's request to remove Service Water valves 1SW-91, 92, 97, 98, 109, 110, 201, and 225 from its GL 89-1 0 program scope was unjustified based on the information provided in the licensee's "HNP-95-077, Provides Addl Info Re Removal of Some MOVs from GL 89-10 Program & Provides Change in HNP [[generic letter" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Program Commitment Re Periodic Verification|letter dated December 7, 1995]]. As a result, the licensee was directed to retain these MOVs in its GL 89-10 program, or provide additional justification for their removal from the program.

Therefore, the licensee should update the program status of these Service Water valves that were noted in the NRC letter dated August 7, 1996.

The JOG program focuses on the potential age-related increase in the thrust or torque required to operate valves under their design-basis conditions.

In the NRC safety evaluation dated October 30, 1997, on the JOG program, the NRC staff specified that licensees are responsible for addressing the thrust or torque delivered by the MOV motor actuator and its potential degradation.

The licensee should describe the plan at Harris for ensuring adequate ac and dc MOVmotor actuator output capability, including consideration of recent guidance in Limitorque Technical Update 98-01 and its Supplement 1.
