~ITR OUCTI By "HNP-97-034, Requests Revision to TS for HNP Which Revises 3.3.2 in Action 16 of Table 3.3-3 to Add Specific Time Interval of Six H to Place an Inoperable Channel in Bypassed Condition, IAW [[CFR" contains a listed "[" character as part of the property label and has therefore been classified as invalid..90|letter dated February 21, 1997]], the Carolina Power and Light Company (CP&L) requested an amendment to the Shearon Harris Nuclear Power Plant Technical Specifications (TS), Appendix A to Operating License NPF-63.
The proposed amendment would add a specific time limit to TS Table 3.3-3 to place an inoperable refueling water storage tank (RWST) level channel in bypass.
- 2. 0 EVALUATION The level of the RWST is. monitored by four channels of instrumentation.
The safety function provided by this instrumentation is to automatically open the suction valves from the containment sump when two of the four channels sense the RWST level is at the Low - Low setpoint following a safety injection signal.
If one channel is inoperable, Action 16 of TS Table 3.3-3 directs that the inoperable channel be placed in bypass.
However, there is no specific time in which this action should be completed.
The licensee has,proposed a change to Action 16 to specify that an inoperable channel must be placed in the bypass condition within' hours.
Action 16 also applies to an inoperable containment pressure high - 3 channel.
Therefore, the proposed change would also apply to an inoperable containment pressure high - 3 channel.
The proposed change provides definitive guidance for placing a channel in bypass and is the same as the time specified in the Westinghouse Improved Standard Technical Specifications, NUREG-1431, Rev. 1 under Conditions E and K
of Table 3.3.2-1 for an inoperable containment pressure high - 3 channel and an inoperable RWST channel, respectively.
Therefore, the proposed change is in'agreement with the staff generic guidance that has been developed for this requirement.
Based on the above evaluation, the staff concludes that the licensee's proposed technical specification change is consistent with the Shearon Harris Nuclear Power Plant licensing basis and the Westinghouse Improved Standard Technical Specifications and are, therefore, acceptable.

. 3.0 STATE CONSULT TIO In accordance with the Commission's regulations, the State of North Carolina official was notified of the proposed issuance of the amendment.
The State official had no comments.
- 4. 0 ENVIRONMENTAL CONSIDERATION The amendment changes a requirement with respect to installation or use of a facility component located within the restricted area as'efined in 10 CFR Part 20.
The NRC staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure.
The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration, and there has been no public comment on such finding (62 FR 17225).
Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
- 5. 0 CONCLUSION The Commission has concluded, based on the considerations discussed
- above, that:
(1) there is reasonable assurance that the health and safety of the public will not be 'endangered by operation in the proposed
- manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment, will not be inimical to the common defense and security or to the health and safety of the public.
