for the Shearon Harris Nuclear Power Plant, Unit No. 1, Carolina Power and Light hereby submits this Special Report.

This Special Report documents why the plant process computer was out of service and the steps taken to return it to service.

This computer contains the Pressurizer Safety Valve Position Indication and Reactor Coolant System Subcooling Margin Monitor functions required by Technical Specifications.

Descri tion of Event:

.On June 21, 1993, the Reactor Coolant System (RCS) Subcooling Margin Monitor and the Pressurizer Safety Valve Position Indication System were-declared inoperable.

This function is automatically performed by the plant process computer (Emergency Response Facility Information System

- ERFIS).

,For the reasons described below, these systems were not restored until July 2,

1993 and are therefore being reported in accordance with the requirements of Technical Specification 3.3.3.6.c and 6.9.2 as a period of inoperability greater than seven days.

'Technical Specification compensatory

measures, consisting of manual RCS subcooling calculations and continuous monitoring of the safety valve piping temperatures were performed as required through the entire period.

Cause Corrective Action:

ERFIS was removed from servic'e on June 21,

1993, to perform an.upgrade to the computer operating system.

The upgrade installed the newest version of operating software to compliment a hardware upgrade which was'reviously installed.

The time required to install the new operating system and pe'rform the required acceptance testing exceeded the seven days allowed by T.S. 3.3.3.6.

Testing was completed on July 2,

1993, and ERFIS was returned to service.

These upgrades were made to improve the reliability of the plant process

computer, thereby improving the reliability of the RCS Subcooling Margin Monitor and Pressurizer Safety Valve Position Indication.
