The Generic Letter, if approved, wi11 change the above stated position to allow implementation of certain relief requests without prior staff approval.
The Generic Letter should be finalized later this year.

PNUQ By letter dated October 20, 1988, Carolina Power 8 Light Company (CP8L) requested a clarification regarding the NRC's position on the review and approval of future changes to the inservice testing (IST) program.
The CPSL question is whether administrative changes and additions or deletions of components to the IST program need to be approved by the NRC.
Our current position is that program changes, such as additional relief requests or changes
'o relief requests, should be submitted for staff review, but may not be implemented prior to review and approval by the NRC.
Program changes that involve addition or deletion of components from the IST program should be provided to the NRC, but need not be explicitly reviewed by the staff prior to implementation as long as they are consistent with the ASME Code requirements.
