SUBJECT:
SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 - INSERVICE TESTING PROGRAM RELIEF REQUEST (TAC NO. 68343)
By letter dated June 6, 1988, you submitted revised relief requests for the Shearon Harris Nuclear Power Plant Inservice Testing
( IST) Program.
The letter also states that the Carolina Power 5 Light Company (CP5L) disagrees with the position in the NRC staff's safety evaluation dated April 27, 1988 regarding the review of future program changes.
The original relief request submitted for auxiliary feedwater discharge check valves was denied by NRC as discussed in the NRC safety evaluation issued on April 27, 1988.
The revised relief requests identify a proposed alternative method of testing.
With the assistance of our contractor,
- EGSG, Idaho, we have completed our review of the revised requests.
The staff's safety evaluation is enclosed.
We conclude that for valves 1AF-201, IAF-202, 1AF-203, lAF-204, 1AF-205, and 1AF-206, compliance with the code requirements is impractical.
Therefore, granting relief pursuant to 10 CFR 50.55a(g)(6)(i) is authorized by law and wi 11 not endanger life or property, or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility, hence, relief request RV-3 is granted.
We fur ther conclude that CP8L has not provided adequate technical justification for not performing the Code required testing of lAF-117 during cold shutdowns; therefore, relief request RV-2 is not granted.

E. Utley l!ith regard to future program changes, the NRC staff maintains the position stated in its Apri 1 27, 1988 letter to you.
The staff's position is that IST Program changes that involve revisions, additional relief requests, or deletion of any components from the Program are to be submitted for staff review, and are not to be implemented prior to review and approval by the NRC staff.
