RESPONSE

TO NRC BULLETIN 88-01 RESULTS OF LONG-TERM INSPECTIONS Gentlemen:

SUMMARY

NRC Bulletin 88-01, Defects in Westinghouse Circuit Breakers, was issued on February 5,

1988.

In this bulletin the NRC provided information on Westinghouse series DS circuit breakers and safety concerns associated with their use.

The bulletin also established short-term and long-term inspection programs for the welds on the breaker pole shafts and the alignment in the breaker closing mechanism.

Carolina Power

& Light Company (CP&L) submitted the results of the short-term inspections in a letter dated April 5, 1988.

The following discussion provided the results of the long-term inspections completed on August 30, 1988.

DISCUSSION The long-term inspections required by NRC Bulletin 88-01 consist of a visual inspection of four welds on the pole shaft and a direct check of the alignment of the breaker closing mechanism.

Attachment 1 of NRC Bulletin 88-01, Westinghouse Technical Bulletin NSID-TB-87-11, details the method for performing the inspections and provides acceptance criteria.

As part of the long-term inspection program, CP&L elected to inspect each of the seven welds shown on Figure 1 of NSID-TB-87-11.

The inspection results were found to be acceptable with the exception of the weld on the right pole lever of Reactor Trip Breaker B (RTB-B) (Item 6 on Figure 1 of NSID-TB-87-11).

This weld did not meet the acceptance criteria specified in Section 7.1 of NSID-TB-87-11.

Insufficient leg-size on the fillet weld surface was detected during the reinspection.

Breaker and weld location made visual detection of this condition difficult.

The discontinuity did not affect the integrity of the weld nor the operability of the breaker.

replaced and the breaker returned to service with satisfactory inspections per the bulletin requi.rements.

As requested the Company has determined the time required to prepare this response.

Approximately 36.5 man-hours were required to complete the long-term inspections.

An additional 16 man-hours were expended in the preparation and review of the requested documentation.

The total man-hours expended on NRC Bulletin 88-01, including the 32 hours3.703704e-4 days <br />0.00889 hours <br />5.291005e-5 weeks <br />1.2176e-5 months <br /> for completion and documentation of the short-term inspections, totals 84.5 manhours.
