RESPONSE

TO NRC BULLETIN 88-01 Gentlemen:

SUMMARY

NRC Bulletin 88-01, Defects in Westinghouse Circuit Breakers, was issued on February 5,

1988.

In this bulletin the NRC provided information on Westinghouse series DS circuit breakers and safety concerns associated with their use.

The bulletin also established short'-term and long-term inspection programs for the welds on the breaker pole shafts and the alignment in the breaker closing mechanism.

Carolina Power itc Light Company (CP6L) has completed the short:-term inspections.

The results of these inspections are included in the following discussion.

DISCUSSION The short-term inspections required by NRC Bulletin 88-01 consist of a visual inspection of the three main pole levers of the main and bypass breakers.

Attachment 1 of NRC Bulletin 88-01, Westinghouse

'Zechnical Bulletin NSID-TB-87-11, details the method for 'performing the inspections and provides acceptance criteria.

Prior to issuance of Bulletin 88-01, inspections which satisfy the requirements of Section 6

of the Westinghouse Technical Bulletin had already been performed on October 16, 1987 in response to information provided to CP&L by Westinghouse.

No problems were identified with the main or bypass breakers as a result of these inspections.

In addition to the short-term inspections specified in Section 6 of Westinghouse Technical Bulletin, the bulletin required that weld porosity be veri'fied.

A QA/QC review of the original reactor trip breaker receipt inspection documentation was performed.

It was determined that the pole shaft weld porosity on the main and bypass breakers was inspected at that time and is within the acceptance criteria specified in the bulletin.

Carolina Power

& Light Company intends to perform the long-term inspections required by NRC Bulletin 88-01 during the upcoming SHNPP refueling outage.

This outage is currently scheduled to begin no later than September 1988.

Results of these inspections will be reported within 30 days of completion as required by the bulletin.

As requested, the Company has determined the time required to prepare

~ this response.

Approximately 16 manhours were required to complete the short-term inspections.

It is estimated that the long-term inspections will require approximately'2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> to perform.

An additional 16 manhours were expended in the preparation and review of the requested documentation.

Based on the satisfactory results of the short-term inspections, no additional costs for corrective actions or down time have been incurred.
