The
NRC Systematic
Assessment
of Licensee
Performance
(SALP) has
been completed
for your
Shearon
Harris facility.
The facility was evaluated
for the period
July 1,
1987,
through
June 30,
1988.
The results
of the evaluation
are
documented
in the enclosed
SALP Report.
This report will be discussed
with you
at the Harris Energy
and Environmental
Center
on September
27,
1988.
The performance of your Shearon
Harris facility was evaluated
in the functional
areas
of plant operations,
radiological controls,
maintenance,
surveillance,
fire protection,
emergency
preparedness,
security,
outages,
quality programs
and administrative
controls affecting quality, licensing activities, training
and qualification effectiveness,
and engineering
support.
Overall
performance
of your Shearon
Harris facility was satisfactory
during
this
assessment
period.
This performance
resulted
in an
improving trend in
several
areas
and
revealed
an
increased
management
awareness
of the various
aspects
of full power operation., Although two areas
decreased
in performance
level from the previous
assessment
period, actual
performance
was sufficiently
high that
improvement
in these
areas
should
be achievable
through aggressive
management
attention
and leadership.
Improv'ement in reactor operations
was observed
during the latter portion of the
period,
based
not merely
on
a decrease
in the
number of violations, but also
. your
increased
emphasis
on
personnel
training
and
an
extended
period of
sustained
operation
during
1988.
Two functional
areas
improved sufficiently
during
the
assessment
period
to warrant
a
category
change.
The first,
security,
resulted
from an aggressive
resolution of several -startup
problems.
However,
two recent
security
events,
though
outside
the
assessment
period,
should
be reviewed to ensure
that performance
in this area
does
not decrease.
The
second,
training
and quality effectiveness,
was also
upgraded
from the
previous rating period.
The effectiveness
of the wide-ranging
licensed
and
non-licensed
training program resulted
in a low number of personnel
errors
and
contributed
to the plant overall
improved
performance
during the
assessment
period.
Two 'functional
areas
decreased
in performance
from the previous
assessment
period.
In the
area
of fire protection,
an
increase
in the
number of
violations
revealed
an
apparent
complacency
after
the
establishment
of
an excellent fire protection
program.
This
area
requires
increased

management
attention to reestablish
the previous high performance
level.
Also,
in the licensing area,
a decrease
in performance
was observed
from the previous
rating.
Although the performance
was good,
the transition
from construction
to
operation
appeared
to have decreased
the effectiveness
of this activity.
This
transitory
problem
does
appear
to
have
been
solved
as
evidenced
by improved
performance
during the latter portion of the assessment
period.
Overall, this is
a fairly good
assessment
of performance.
However,
we
must
urge you to continue
to strive for safety
enhancement
beyond
mere regulatory
compliance,
lest complacency
sets in.
Any comments
you
have
concerning
our evaluation
of the
performance
of your
Shearon
Harris facility should
be
submitted
to this office within
30
days
following our meeting
on
September
27,
1988.
Your comments,
a
summary of our
meeting,
and
my disposition
of your comments

the enclosed
