NPF-63 REQUEST FOR LICENSE AMENDMENT/RADIOACTIVE EFFLUENT AND RADIOLOGICALENVIRONMENTALMONITORING Gentlemen:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power R Light Company (CP&L) hereby requests a revision to the Technical Specifications (TS) for the Shearon Harris Nuclear Power Plant (SHNPP).

The proposed changes involve the deletion of TS Tables 0.11-1, 0.11-2, 3.12-1, 3.12-2, and 0.12-1.

These tables contain specific details of the SHNPP Radioactive Effluent and Radiological Environmental Monitoring Programs and would be transferred into the Off-site Dose Calculations Manual (ODCM) upon NRC issuance of this TS change.

DISCUSSION The transfer of TS Tables O.ll-l, 0.11-2, 3.12-1, 3.12-2 and 0.12-1 to the SHNPP ODCM would allow CP&L to revise the specific details of the kadioactive Effluent and Radiological Environmental Monitoring Programs without prior NRC approval.

The Code of Federal Regulations, Title 10, Parts 20 and 50,'Appendix I would continue to provide the legal control to these programs.

Technical Specification 6.10 wou'ld continue to provide the NRC notification of changes to the ODCM. In addition to transferring these tables to the ODCM, the corresponding TS Limiting Conditions for Operation (LCOs) and surveillance requirements would be revised to reference the appropriate ODCM sections.

The corresponding TS Bases would also be revised.

The proposed TS revision involves only changes to the administrative control of the Radioactive Effluent and Radiological Environmental Monitoring Programs and does not involve any operational or component design changes.

The proposed amendment is similar to the TS requirements issued for Public Service Company of New Hampshire's Seabrook facility.

SIGNIFICANT HAZARDS ANALYSIS The Commission has provided standards in 10CFR50.92(c) for determining whether a significant hazards consideration exists.

Carolina Power R Light Company has reviewed this request and determined that:

The proposed amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated.

The control and monitoring of radiological effluents is not a factor which affects the initiating events of FSAR Chapter 15 accidents, nor does it alter the safety-related systems and structures used to mitigate accidents.

The proposed amendment does not create the possibility of a new or different kind of accident from any accident previously evaluated.

This proposed change does not result in altering the method by which plant systems or structures are operated and does not introduce new systems or structures nor change.,

environmental or seismic design.

3.

The proposed amendment does not involve a significant reduction in the margin of safety.

The, proposed revision is not altering the setpoints or requirements of the Technical Specification LCOs nor does it affect component reliability.
