This refers to the Nuclear Regulatory
Commission
(NRC) inspection
conducted
by
P.
T. Burnett
on
August 10-14,
1987.
The
inspection
included
a
review of
activities
authorized
for your Harris facility.
At the
conclusion
of the
inspection,
the findings
were
discussed
with those
members
of your staff
identified in the enclosed
inspection report.
Areas
examined
during
the
inspection
are
identified in the report.
Within
these
areas,
the inspection
consisted
of selective
examinations
of procedures
and
representative
records,
interviews with personnel,
and
observation
of
activities in progress.
Within
the
scope
of
the
inspection,
no violations
or deviations
were
identi fied.
We understand it to
be your intent to perform the loss of 100% electric load
test
no later
than
November 30,
1987,
and that the test will be performed
as
described
in
FSAR 14.2. 12.2. 18
and Regulatory
Guide 1.68,
paragraph
n.n with
only the following exceptions:
(1) Acceptance
criterion
1 will be deleted,
since reactor
and turbine trips are
now expected
and (2) The plant's electrical
distribution
system
may deviate
from normal alignment to the extent necessary
to assure
that
the turbine
generator
is
subjected
to the
maximum credible
If this is not your firm intention,
please
inform this office upon receipt of
this letter.
In accordance
with Section
2.790
of the
NRC's "Rules of Practice,"
Part 2,
Title 10,
Code of Federal
Regulations,
a copy of this letter and its enclosure
will be placed in the
NRC Public Document
Room.
