Dear Mr. Denton:
Carolina Power
& Light Company (CP&L) hereby provides the following informa-tion regarding emergency operating procedures (EOP) based on discussions with the NRC Staff.
NRC Comment The applicant has developed a Users'uide to supplement the information presented in the Path Procedures (flow charts).
There is no cross-reference system for these documents that would allow operators to easily access the detailed information in the Users'uide.
CP&L Res onse CP&L will develop a cross-reference between the Users'uide and Path Procedures (flow charts) to allow quick and easy access to the detailed steps of the Users'uide by commercial operation.
NRC Comment In EPP-002 the following construction exists in the Response Not Obtained (RNO) column for steps l.a and 1.b.

Check RCP Seal Isolation Status:
a.
All RCP seal injection outside CMMT isolation valves SHUT:
Check CSIP status:
- 1) If CSIP running, THEN GO TO STEP 2.

Shut all isolation valves Do NOT start a CSIP unless all valves are shut.

Shut 1CC-251 or 1CC-249 It is possible that this construction could lead an operator to believe that he is being directed to continue with step
- 2) below step
- 1) in the RNO column.
The actual intent is that the operator turn the page and go to Step 2. in the left column.
CP&L Res onse In EPP-002 the "Check RCP Seal Isolation Status:"
step will be corrected prior to exceeding 5X power.
A review of other EOP's for similar conditions will be completed prior to startup for the second cycle.
NRC Comment In the Path 1 Procedure we discovered an instance where a conditional statement followed an action statement.
This is poor practice because a
hurried operator may take the action, e.g. "reset containment spray and stop pumps" without fully reading the conditional statement, "when containment pressure decreases below 10 PSIG".
The emergency procedures should be reviewed for other instances where conditional statements follow action statements and all such instances should be corrected.
CP&L Res onse CP&L will correct the specific indicated statement prior to exceeding 5X power and will conduct a review for similar conditions in other EOP's and make the necessary corrections prior to startup for the second cycle.
