1 - DOCKET NO.50-000 LEAK REDUCTION PROGRAM

Dear Mr. Denton:

Carolina Power R Light Company (CPRL) hereby submits the preoperational leak test results from the Shearon Harris Nuclear Power Plant (SHNPP) Leak Reduction Program.

By letters dated September 21, 1983 and 3uly 11, 1980, CPRL submitted a description of the program to reduce leakage from systems outside containment that could contain primary coolant or highly radioactive fluids during a serious transient or accident.

The following systems were included as part of the program:

Residual Heat Removal Safety Injection System, except Boron Injection Recirculation Subsystem Containment Spray System except Boron Injection Recirculation Subsystem i'WST Chemical Volume R Control System:

Letdown Subsystem Boron Recycle Hold-Up Tank Charging Pumps Demineralizers Seal Water Return System Post-Accident Sample System Post-Accident RAB Ventilation System Valve Leakoff Equipment Drain System Gaseous Waste Processing System Leak testing activities were performed on mechanical joints and seals of various components of each applicable system.

Actual leakage observed was corrected during the testing activities to the maximum extent possible.

Leakage not corrected during the testing activities was documented and compared against the acceptance criteria of the Leak Reduction Program.

In all cases, except for the Gaseous Waste Processing Analyzers, leakage was reduced to as-low-as-practical levels and is acceptable in accordance with the criteria of the Leak Reduction Program.

Repair activities are currently being performed on the Gaseous Waste Processing Analyzers to correct leakage observed and bring the Gaseous Waste Processing System within its acceptance criteria.

Test Conditions:

Majority of system was tested under SUM 1-7970-C-02 and 1-7070-H-Ol.

The balance of system not covered by one of the above referenced preoperational tests was helium leak tested under the Leakage Reduction Program.

The three (3) 0 Analyzers (recombiner common OUTLET (1 EA.) and recombiner-INLETS (2 EA,))

are currently under repair, and will be tested upon the completion of repair activities.
