Dear Mr. Denton:

Following discussions with your staff, Carolina Power 2 Light Company was requested to provide additional information concerning the following:

1)

Changing the AuxiliaryControl Panel room from a fire area (I-A-ACP) to a fire zone and including this zone within Switchgear Room B fire area (I-A-SWGRB).

2)

Additional FSAR revisions to Section 9.5.1 to support removing that portion of the Shearon Harris Technical Specifications dealing with fire protection.

Attachment 1 provides the technical details necessary to review the reclassification of fire area 1-A-ACP. Also included is a revised page to our response to Question 280.1 which was last submitted on May 7, 1986. This change willnecessitate a revision to the Shearon Harris Safety Evaluation Report, Section 9.5.1.6, Fire Protection of Specific Plant Areas. includes the revised FSAR pages to Section 9.5.1 and these changes have been incorporated in the Shearon Harris FSAR as Amendment 31.

Each page bears the amendment number, and technical changes are marked by vertical lines in the page margin. Instructions for entering the pages are included.

ATTACHMENT 1 TO NLS-86-230 CPRL's revised response to NRC Question 280.1 (NLS-86-137 dated May 7, 1986) identified in Section C.7.f that the panels providing remote shutdown capability are remote from the Control Room and separated from other plant areas by barriers having a fire resistance rating of three hours.

The NRC Guideline for Section C.7.f only requires that the remote shutdown panels be separated from the Control Room complex by barriers having a minimum fire rating of three hours.

CPRL proposes to revise our 280.1 response as shown in the page that follows, to comply with the NRC Guidelines.

FSAR Figure 9.5A-13 reflects that Fire Areas 1-A-ACP, 1-A-CSRA and 1-A-CSRB (which contain remote shutdown panels) are separated from Fire Areas 12-A-CR and 12-A-CRC (Control Room Complex) by barriers having a fire resistance rating of three hours.

FSAR Figure 9.5A-9 reflects the change to combine Fire Areas l-A-,ACP R 1-A-SWGRB into one fire area, therefore eliminating the need for the fire wall which previously separated them.

CPdcL feels the changes described above still comply with the NRC Guidelines specified in NUREG 800 9.5-1 Section C.7.f.

Panels providing remote shutdown capability should be electrically isolated from the control room complex so that a fire in either area will not affect shutdown capability from the other area.

The general area housing remote safety-related panels should be provided with automatic fire detectors that alarm locally and alarm and annunciate in the control room.

Combustible materials should be controlled and limited to those required for operation.

Portable extinguishers and manual hose stations should be readily available in the general area.

Panels providing remote shutdown and those in the Control Room are electrically isolated and are connected to redundant transfer panels each of which are located in separate fire areas.

Ionization detectors alarm locally and alarm and annunciate in the Control Room.

Portable extinguishers and manual hose stations are available in the area.

Redundant safety-related panels required for Safe Shutdown are separated as described in the Safe Shutdown Analysis in Case of Fire.

Safety-related battery rooms should be protected against fires and explosions.

Battery rooms should be separated from each other and other areas of the plant by barriers having a minimum fire rating of 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> inclusive of all penetrations and openings.

DC switchgear and inverters should not be located in these battery rooms.

Automatic fire detection should be provided to alarm and annunciate in the control room and alarm locally.

Ventilation systems in the battery rooms should be capable of maintaining the hydrogen concentration well below 2 vol-X.

Loss of ventilation should be alarmed in the control room.

Standpipe and hose and portable extinguishers should be readily available outside the room.
