SUBJECT:

Shearon Harris Nuclear Power Plant, Unit No.

1, 10CFR50.55(e) reportable deficiency.

Inadequate Tack fields in Fire Barrier.

ITEM:

Tack velds are required for structural support of fire barrier panels but vere not inspected.

SUPPLIED BY:

Not a supplier-related deficiency.

NATURE OF DEFICIENCY The subject fire barrier panels consist basically of a fireproof material applied to both sides of expanded metal.

The attachment of the panels to structural steel is by tack welds.

Original design did not specify number or location of tack we1.ds',

therefore, tack welds were not considered structural and inspection vas not required, In some areas where the fireproofing material vas removed for reinspection, tack welds vere found to have broken.

DATE PROBLEM OCCURED:

Prior to February 1,

1984.

DATE PROBLEM REPORTED:

On February 13,

1984, CP&L (Mr. N. J. Chiangi) notified the NRC (Mr. A. Hardin) that this item vas potentially reportable per provisions of 10CFR50.55(e).

On March 14,

1984, CP&L (Mr. N. J. Chiangi) notified the NRC (Mr. A. Hardin) that the item vas reportable per 10CFR50.55(e).

SCOPE OF PROBLEM:

The fire barrier bottom panels vere installed prior to the tack welds being identified as a problem so they are all suspect, and since the fire protective coating has been applied, the tack velds are not accessible for reinspection/rework.

The fire barrier panels are located in the Cable Spread Room and Auxiliary Control Panel Room.

IMPLICATI The fixe barrier sepaxates redutxdant Cable Trains SA and SB.

The tack welds do not affect the Eire protection properties of the panels, but the fixe barrier is seismically designed, and faiLure of the tack welds could allow the panels to drop down onto safety-related cable and equipment beneath.

Engineering evaluation has determined there is a

safety concern for one section of cabl.e tray in the Cable Spread

Room, and the panels which are over the Auxiliary Contxol Panel and a section of cable tray in the Auxiliary Control Panel Room.

CORRECTIVE ACTION:

The sections of cable tray where there is a safety concern will be px'otected by covers.

The design and installation of the subject cable tray covers is now complete.

The Auxiliary Control Panel will be protected by providing structural support for the section of panel which could potentially damage it.

Design of this support and its installation are now complete.

FINAL REPORT Mith compl:etion of the corrective actions as stated above, this item is now considered resolved.
