1 - DOCKET NO.50-000 SUPPLEMENTAL RESPONSE TO IEB 80-02, HFA RELAYS IN SAFETY-RELATED SYSTEMS
Dear Dr. Grace:
SUMMARY
Carolina Power R Light Company (CPRL) hereby submits the results of its investigation of the general concerns of Inspection and Enforcement Bulletin (IEB) 80-02 at the Shearon Harris Nuclear Power Plant (SHNPP).
BACKGROUND By letter dated 3uly 13, 1980, CPRL responded to IEB 80-02 indicating that the diesel generator control board panel contained four HFA-51 relays which would be replaced.
We also stated that we were investigating the general concerns of the Bulletin including as they related to IE Notice 80-20 and would report the results of those investigations at a later date.
The Company later reported in a November 30, 1980 letter, that the four relays discussed in our first response were actually qualified GE-type HFA-151 Century series.
We also identified six GE-type HFA relays in non-safety related systems.
DISCUSSION We have investigated the general concerns of the Bulletin by contacting vendors of safety related equipment used at SHNPP and selected relay manufacturers.
Lexan or nylon materials have been identified in some of the relays used in safety related equipment.
However, the relays which have been identified as containing these materials either have been qualified or the materials are present in a part of the relay other than the coil bobbin.
In either case, our investigation into the past operating history of these relays did not identify recurrent problems similar to the failures described in the Bulletin.
In regards to IE Notice 80-20, documentation of our evaluation willbe placed in the IEN records at SHNPP when completed.

Dr. J. Nelson Grace Page 2 CONCLUSION Based on our investigation of the general concerns of IEB 80-02, we have concluded that the failures described should not be experienced at SHNPP.
No additional corrective actions are required in response to this Bulletin.
As requested, there is approximately 600 man-hours in preparing this response.
This estimate includes that previously reported in our November 30, 1980 letter.
