NRC Systematic

Assessment

of Licensee

Performance

(SALP) has

been

completed

for your Turkey Point Facility.

The facility was evaluated for the period

August 1,

1989,

through July 31,

1990.

The results of the evaluation

are

documented

in the enclosed Initial SALP Report.

This report will be discussed

with you at

a public meeting to be held at the Turkey Point Site

on October 5,

1990, at 9:00 a.m.

Turkey Point's

performance

was evaluated

in the,functional

areas

of Plant

Operations,

Radiological Controls, Maintenance/Surveillance,

Emergency

Preparedness,

Security,

Engineering/Technical

Support

and Safety

Assessment/equality

Verification,

The assessment

indicates that over the

SALP period,

Turkey Point's

performance

continued to improve.

This improvement in performance

was

a continuation of

trends

noted over the past

two SALP periods.

This is

a result of your

commitment to operate

in a safe conservative

manner, effective approach

to

finding root causes,

and placing

a priority on reliability.

The assessment

clearly indicates

superior

performance

in the Safety

Assessment/guality'Verification

area.

Additionally, the improvement in

Security from a Category

3 (improving) to a Category

2 (improving) is

particularly noteworthy.

Improved performance

was also demonstrated

in the

areas of Radiological Controls

and Maintenance/Surveillance.

Your continued oversight

and vigilance to attention to detail

should not be

relaxed.

Higher than expected

personnel

errors

have

been

noted in the

Operations

area late in the

SALP period

and maintenance

rework still exceeds

your goals.

In some cases,

these

rework items

have resulted

in unplanned

or

extended

outages.

Overall, significant improvements

in plant performance

and safety

have taken

place over the past

two SALP periods.

Your managers

and staff are to be

commended for this.

However, additional

advances

in your future performance

are considered

attainable.

We will continue to'monitor your progress

as well

you have concerning
