The purpose of this letter is to transmit our Safety Evaluations (SE) for the subject issues and to inform you that we now consider this matter closed.

Items 4.5.2 and 4.5.3 derive from Generic Letter (GL) 83-28, which was issued by the NRC staff on July 8, 1983.

GL 83-28 indicated actions to be taken by applicants and licensees based on the generic aspects.of the Salem Anticipated Transient Without Scram event.

Item 4.5 of GL 83-28 contained a staff position which required on-line functional testing of the Reactor Trip System (RTS),

including independent testing of the diverse trip features of the reactor trip breakers.

Item 4.5.2 required each 1'icensee to confirm that his plant is designed to permit periodic on-line testing of the RTS and, if not, to justify not making modifications to permit such testing.

Item 4.5.3 required each licensee to confirm that periodic on-line functional testing of the RTS is being performed.

These items were combined as Nultiple Plant Action B-93.

By letter dated November 8, 1983, you responded to Item 4.5.2.

Furthermore, the Westinghouse Owners Group responded to Item 4.5.3 for all Westinghouse plants in a report (WCAP-10271, January 1983) followed by supplemeIIts in 1983 and 1986 (see references in the enclosed Technical Evaluation Report dated March 1989).

The NRC staff, with the assistance of our contractor, EG8G, Idaho, reviewed the responses to these items for: Turkey Point Units 3 and 4.

EG&G found your responses to these items'or Turkey Point Units 3 and 4 to be acceptable, and the NRC staff concurs with the contractor's findings.

Enclosure 1 is the SE for Item 4.5.2.

Enclosure 2 is the SE for Item 4.5.3.
