Dear Mr. Eisenhut:
Re:
Turkey Point Units 3
8I 4 Docket Nos. 50-250 8 50-251 Steam Generator Seconder Water Chemi str Control Section I, Steam Generator Repair Program, of Facility Operating License DPR-31 requires that we submit a steam generator water chemistry control and monitoring program.
The attached information is provided to address the appropriate subsections of Section I:
I.(g)(i)
Requirement:
Identification of a sampling schedule for the critical parameters and of control points for these parameters for each mode of operation:
normal operation, hot startup, cold
- startup, hot shutdown, cold wet layup.
~Res once:
The attached Nuclear Chemistry Procedure NC-2 "Schedule for Periodic Test" identifies a sampling schedule for the critical parameters in the Turkey Point Unit 3 Secondary System Chemistry Program during normal operation.
During transients such as during shutdown/cooldown or heatup/startup, many of these parameters are monitored more frequently than indicated in Procedure NC-2.
A copy of a Nuclear Chemistry Department Instruction which provides instructions and guidance to the Chemistry Department for monitoring and treating the secondary plant duri ng a heatup or cold shutdown is attached.
Control parameters for the steam generator and secondary feed train are provided in the attached Turkey Point Unit 3 Chemistry Specifications Sheets.

Requirement:
Identification of the procedures used to. measure the values of the critical parameters.
Response
I. (g)(iii)
I(g)(iv)
The attached Nuclear Chemistry Procedures NC-80, 81, 82, 83, 84, 87, 88, 93 and 97 are the procedues used to measure the values of these critical parameters.
Re uirement:
Identification of process sampling points.
Response
The attached drawing of the secondary system identifies the condensate, feedwater and steam generator sampling points.
Procedure for the recording and management of data.-
Response
I(g)(v) 8 (vi )
The attached Nuclear Chemistry Procedure NC-5 "Secondary Chemistry Documentation" identifies the recording and management of secondary chemi stry data.
~Re uirement::
Procedures defining corrective actions for off-control point chemistry conditions
- and, A procedure identifying (a) the authority>> responsible for the interpretation of the data and (8) the sequence and timing of administrative events required to initiate corrective action.
~Res ense:
The attached Off-Normal Operating Procedure 6108.4 "Condenser Leak Procedure
- Normal Power Operations" and the attached letter of instructions titled "Laboratory Policy for Out-of-Specification Conditions" identifies the authority responsible to initiate corrective action.
