~Findin Based on the results of the NRC inspection conducted on January 7-11, 1980, certain of your activities appear to deviate fr-m your commitments to the Commission NRC letter of February 5, 1978, "Fire Protection Guidelines," ; Florida Power
& Light Company's (FP&L) response letter L-78-197, "Fire Protection Guidelines,"
Enclosure 1,
section labeled "attachment 6"; and NRC confirming letter of June 30, 1978, "Fire Protection Guidelines" comprise a
commitment made and accepted that FP&L establish a Fire Protection equality Assurance (FPgA) Program based on draft Regulatory Guide 1.120, June 1976 with a "levels of quality" approach.
Contrary to the above, during the week of January 7-11,
- 1980, the licensee could furnish no evidence of completed FP(A Program development and implementation.
~Res ense As corrective action, a Fire Protection guality Assurance Program will be developed and implemented at Turkey Point by July 31, 1980.
A recently implemented system for tracking commitments to the NRC should prevent future deviations of this type.
Compliance will be achieved by July 31, 1980.
