APPENDIX A NOTICE OF DEVIATION Florida Power and Light Company Turkey Point License Nos.
DPR-31 DPR-41 Based on the results of the NRC inspection conducted on January 7-11,
- 1980, certain of your activities appear to deviate from your commitments to the Commission.
NRC letter of February 5, 1978, "Fire Protection Guidlines," Attachment 6; Florida Power and Iight Company's (FPSL) response letter L-78-197, "Fire Protection Guidelines," Enclosure 1, section labled "attachment 6"; and NRC confirming letter of June 30, 1978, "Fire Protection Guidelines" comprise a
commitment made and accepted that FPSL establish a Fire Protection Quality Assurance (FPQA) Program based on draft Regulatory Guide 1.120, June 1976 with a "levels of quality" approach.
Contrary to the above, during the week of January 7-11, 1980, the licensee could furnish no evidence of completed FPQA Program development and imple-mentation.
