Dear Dr. Murley:
In November 1988, the NRC issued Generic Letter 88-20 to formalize the requirements for conducting an Individual Plant'xamination (IPE) for operating licensees.
American Electric Power Service Corporation (AEPSC) responded to Generic Letter 88-20 and its Supplement 1 in letter AEP:NRC:1082 dated October 24, 1989.
In that submittal, AEPSC committed to perform a Level IIIprobabilistic risk assessment and to include consideration of internal and external events.
Subsequently, in June of 1991, Supplement 4 to Generic Letter 88-,20 was issued to formally require an Individual Plant Examination of External Events (IPEEE).
This letter transmits two reports
,summarizing the IPE and IPEEE evaluations performed for Donald C.
Cook Nuclear Plant Units 1 and 2.
The first at:tached report summarizes the IPE for internal initiating events.
Consistent with the previous commitment, this examination was accomplished with a Level IIIprobabilistic risk assessment and considered Generic Letter 88-20 Supplements 1 and 3.
The report format and content are consistent with the requirements of NUREG-1335.
The second attached report summarizes the IPEEE.
This examination consisted of a seismic and fire probabilistic risk assessment and an evaluation of "other external events" using the guidance of Generic Letter 88-20 Supplement 4.
The report format and content are consistent with the requirements of NUREG-1407.
The analysis of the performance of the hydrogen control system installed at the Cook Nuclear Plant is not included herein.
This analysis is to comply with the requirements of 10CFR50.44(c),
and is intended to demonstrate the ability of the hydrogen control system P;Ig,A ) ~i c

Dr. T. E. Murley AEP:NRC:1082E to mitigate the consequences of the release of hydrogen into the Cook Nuclear Plant containment during postulated degraded core accidents.
The MAAP computer code, which is intended to be used in this analysis, has required modifications to properly address unique features of the Cook Nuclear Plant containment.
These modifications, in conjunction with the completion activities associated with the two attached reports, resulted in our inability to meet the April 30, 1992 schedule for this analysis despite the dedication of additional resources.
The complete 10CFR50.44 analysis will be submitted by July 31, 1992.
This letter is submitted pursuant to 10CFR50.54(f) and, as such, an oath of affirmation is enclosed.
