Dear Dr. Murley:

In November 1988, the NRC issued Generic Letter 88-20 to formalize the requirements for conducting an Individual Plant Examination (IPE) for operating licensees.

Subsequently, in response to Generic Letter'88-20 Supplement 1,

a description and schedule for the IPE Program for the Donald C.

Cook Nuclear Plant was submitted to the NRC in AEP:NRC:1082 on October 24, 1989.

Nuclear Regulatory Commission review of this submittal, as documented in a letter dated January 19, 1990, concluded that the IPE approach, methodology and schedule were acceptable.

It was requested, however, that any changes in schedule be brought to the attention of the NRC.

The purpose of this letter is to formally notify the NRC of a revision in the schedule for submittal of the IPE results and provide justification for the slippage.

The original milestone for the Cook Nuclear Plant IPE submittal was December 31, 1991.

Although several factors have proven this schedule to be overly optimistic, one of the main reasons is related to Generic Letter 88-20, Supplement 4

The schedule was designed with some flexibilityto allow reasonable adjustments in our program scope, which included external

events, to accommodate the anticipated NRC requirements related to the IPE of external events. Unfortunately, the NRC's emphasis on plant walkdowns for fire, flood, and seismic analysis and the additional work to address Sandia's recommendations in the Fire Risk Scoping Study (NUREG/CR-5088) resulted in significant changes in the original scope for these programs.

These scope changes have resulted in our inability to achieve the original submittal schedule, despite the dedication of additional resources.

events, and hydrogen control will be made by April 30, 1992.

Details regarding the external initiating events program and submittal will be addressed in separate correspondence shortly in response to the NRC's 10CFR50,54(f) request for information contained in Generic Letter 88-20, Supplement 4.

This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
