REVIEW OF 60-DAY RESPONSE TO GENERIC LETTER 88-20, INDIVIDUAL PLANT EXANINATIONS (IPE)

Generic Letter 88-20 requires, in part, that each operating reactor licenseq and construction permit holder:
(1) identify the approach and method selected for performing the IPE, (2) describe the method to be used, and (3) identify the schedule for performing the IPE and submitting the results to the NRC.
This information was to be submitted to the NRC within 60 days of issuance of Supplement I of the generic letter.
We have reviewed your letter dated October 24, 1989, submitted in response to the reporting requirements of the generic letter.
We conclude that your IPE approach, IIiethodology, and schedule are acceptable.
The NRC will accept one submittal for both units provided that the differences arid dependencies between units are appropriately addressed in the IPE.
In addition, it is expected that you will use prudent judgment in the use of a previously completed PRA by accounting for any plant-specific differences between your unit(s) and the proposed referenced PRA(s).
We anticipate that any possible additional analysis or reporting requirements, such as those from external events or from the Containment Performance Improvement
- Program, wi 11 not have any adverse effect on your schedule.
However, if your schedule should change, please notify the NRC of the proposed change and the reason for the change.
It should be noted, that the purpose of the IPE process is not to address and resolve issues that focus on rules previously issued (see NUREG-1335, Appendix C, Section 14.3).
Resolution of issues that are specifically related to rules; for example, 10 CFR; 50.44(c) are to be resolved outside of the IPE revieii process.
Primarily, your IPE review should focus on identifying those improvements which should be made to reduce the risk from severe accidents.
