This inspection
involved
a full scope follow up review of Sections III.G, J
and
L of 10 CFR Part 50, Appendix R.
The enclosed
copy of our inspection report identifies areas
examined during
the inspection.
Within these
areas,
the inspection consisted
of a selective
examination of procedures
and representative
records,
observations,
and
interviews with personnel.
During this inspection,
certain of your activities appeared
to be in violation
of NRC requirements.
For these
apparent violations,
we are releasing this
report at this time for your information.
Following an Enforcement
Conference,
presently
scheduled for November 20, 1990, you will be notified by separate
correspondence
of our decision regarding
enforcement
actions related to these
issues.
No written response
is required until you are notified of the proposed
enforcement actions.
Additionally, the inspection
addressed
two other issues
that are not related
to the pending of the Enforcement
Conference.
These additional
issues
are:
(1) utilizing a licensee staff member for a triennial auditing team
while this individual had direct responsibilities
in the area
being audited;
and (2)
a deviation from an
FSAR commitment to protect structural steel.
Issue

a violation of 10 CFR 50, Appendix B, Criterion XVIII, Audits,
as
described
in the attached
The inspection
showed that
actions
had been
taken to resolve
the identified violation and to prevent
recurrence.
Our understanding
of your actions is described
in Paragraph 3.i.
of the enclosed
inspection report.
Consequently,
no reply to this violation is
'equired,
and we have
no further questions
regarding this matter.
Regarding
Issue
No. 2, our understanding
of your actions is described
in Paragraph
4.a.
of the enclosed
inspection report.
Consequently,
a Notice of Deviation is not
being issued
and
we have
no further questions
regarding this matter.
