RESPONSE TO NOTICE OF VIOLATION AND PROPOSED IMPOSITION OF CIVIL PENALTY -'150,000 (NRC INSPECTION REPORTS NO. 50-315/90018; 50-316/90018)

This will acknowledge receipt of your letter, dated March 26, 1991, and your check for $ 150,000 for the civil penalty proposed by the NRC in a letter, dated March 6, 1991.
Your corrective actions will be examined during future inspections.
The enclosure to your March 26, 1991, letter provided additional information concerning Example No.
1 of Violation No. II.A, which was not assessed.a monetary penalty.
We have reviewed the information you provided and after careful consideration we are withdrawing Example No.
1 of Violation No. II.A.
This letter also confirms an April 9, 1991, telephone conversation between Mr. S. J.
Brewer, your Manager of Nuclear Safety and Licensing, and Mr. J.
M.
Ulie of the NRC Region III office.
During that conversation, Mr. Brewer agreed that during the summer of 1991 the Indiana Michigan Power Company wi 11 conduct a
walkdown of the emergency remote shutdow'n (ERS) procedure, including a review to ensure the adequacy of the illumination provided by the emergency lighting units during use of the ERS procedure.
