50-316/90-201)

We are forwarding the report of the safety

system functional inspection

(SSFI)

performed from June ll through June

22 and July

9 through July 13, 1990,

involving activities authorized

by Operating Licenses

DPR-58 and

DPR-74 for

Donald C. Cook Nuclear Power Plant, Units

1 and 2.

The Nuclear

Regulatory

Commission

(NRC) staff from the Special

Inspection

Branch of the Office of

Nuclear Reactor Regulation,

contractor

personnel,

and Region III personnel

conducted this inspection.

We discussed

the inspection findings with you and

members of your staff during an exit meeting

on July 13, 1990.

The

NRC inspection

team assessed

the operatfonal

readiness

and functionality of

the essential

service water

(ESW) system

and interacting

systems.

The team

inspected

the areas of design,

design control, operations,

maintenance,

and

surveillance

and testing of the applicable

systems.

The SSFI

team determined

that the

ESW system

had

an adequate

design capacity to perform its required

safety functions.

Nevertheless,

problems requiring management

attention were

identified in several

areas

evaluated

by the team.

The inspection

team was

particularly concerned that the input into design calculations for the

ESW

system

was not supported

by sufficiently detailed or appropriate

independent

design verifications. It appeared

that your staff had not adequately

assessed

the safety significance of design calculation deficiencies,

determined the need

for additional verification of design calculations,

and

had not initfated

prompt corrective actions.

These. concerns

are summarized in the Executive

Summary of the enclosed

inspection report.

The inspection findings, which are discussed

in Section

2 of the report, indi-

cated that certain activities were apparently

not conducted in full compliance

with NRC requirements.

The

NRC Region III staff will review these

items

described

in the enclosed

inspection report to determine the need for any

enforcement action or other actions.
