Unit 3 Docket No. STN 50-530 License No. NPF-74 Licensee Event Report 98-004-00 Attached please find Licensee Event Report (LER) 98-004-00 prepared and submitted pursuant to 10 CFR 50.73. This LER reports a Technical Specification (TS) violation due to non-compliance with (TS) 3.9.3 for not establishing containment penetration isolation during core alterations. APS commits to establish a data base that contains a list of components that could affect containment closure conditions and provide a method to identify these components when preparing a clearance.

Secondly, we will evaluate the surveillance procedure to determine ifadequate guidance is in place to fullyensure that all components that affect containment closure conditions are reviewed.

Both of these actions will be completed by March 1, 1999.
