Mr.

Frank J.

Congel Director Divison of Radiation Safety and 5'afeguards Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D. C.

20555 Dear Mr.

Congel Enclosed is a copy of the final exercise report for the May 11-13,

1993, exercise of the offsite radiological emergency response plans, site-specific to the Palo Verde Nuclear 'Generating Station.

The State of Arizona and the County of Maricopa fully participated in the exercise.

The exercise report was prepared by the Federal Emergency Management Agency's (FEMA) Region IX staff.

A copy of the report will be forwarded to the State of Arizona.

No Deficiencies were observed during the May 11-13, 1993, exercise.

However, twenty-one Areas Requiring Corrective Action (ARCA) were identified during the exercise.

FEMA's Region IK staff will coordinate with the State of Arizona to correct the ARCAs on or before the next scheduled biennial exercise.

Based on the results of the May 11-13, 1993, exercise, the offsite radiological emergency response plans and preparedness for the Palo Verde Nuclear Generating Station can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44

CFR, Part
350, approval of the offsite radiological emergency response plans and preparedness site-specific to the Palo Verde Nuclear Generating Station granted on September 25,
1985, will remain in effect.

If you should have any questions, please contact Ms.

Margaret
