TO GENERIC LETTER NO. 88-20, SUPPLEHENT NO. 4 INDIVIDUAL PLANT EXAMINATIONS FOR EXTERNAL EVENTS FOR PALO VERDE NUCLEAR GENERATING STATION (TAC NOS. H83654,
- H83655, AND H83656)
The NRC issued Supplement 4 to Generic Letter 88-20 on June 28, 1991, to require each licensee and each Construction Permit holder to conduct an individual plant examination of external events (IPEEE).
Guidance was provided with the generic letter supplement in the form of NUREG-1407, "Procedural and Submittal Guidance for the Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities."
The supplement requested a response that would 1) identify the method and approach selected for the
- 2) describe the method to be used if it has not been submitted previously for staff review, and 3) identify the milestones and schedule for performing the IPEEE and submittal of the results to the NRC.
By letter dated December 26,
- 1991, you responded to Generic Letter 88-20, Supplement 4.
In this letter, you proposed alternative methods to satisfy the IPEEE requirements for your plant.
You also requested that the seismic review level earthquake (RLE) for Palo Verde be modified from 0.5g to 0.3g.
In a letter dated June 17,
- 1992, the staff concluded that the proposed alternative methods satisfy the IPEEE requirements as compared to the methods described in NUREG-1407.
However, the staff concluded that the information provided was not adequate to justify the reduction in RLE for Palo Verde.
In a letter dated August 4,
- 1992, you submitted a supplemental seismic hazard analysis and requested additional review.
You also requested to delay the submittal date for the seismic portion of the IPEEE to June 1995.
The,staff reviewed your submittal and approved the proposed IPEEE submittal date, but found that the information provided was still not adequate to justify such a
reduction in the RLE.
The staff's request for additional information was issued on February 9, 1993, followed by a meeting with your staff on February 16, 1993, to discuss and clarify, where necessary, the staff's request.
You provided a detailed response on Hay 6, 1993, followed by a conference call on July 2, 1993, to address the staff's questions.
