PHOENIX. ARIZONA85072-2034 Mr. John B. Martin Regional Administrator, Region V United States Nuclear Regulatory Commission 1450 Maria Lane, Suite 210 Walnut Creek, California 94596-5368 240-01208-HFB February 8, 1993
Dear Mr. Martin:
Subject:
Dockets Nos. STN 50-528/529/530 License Nos. NPF-41/51P4 Palo Verde Nuclear Generating Station (PVNGS)
Unit I, II, and III 1993 Annual Emergency Plan Exercise 90 Day Submittal File: 93-002-493 Attached for your review and comment are the "Exercise Objectives and Extent of Play" for the 1993 PVNGS Annual Emergency Plan Exercise (Exercise).
This information is being provided at this time in order to conform with the 90 day submittal requirement prior to conduct of the Exercise.
The Exercise is tentatively scheduled for May 11, 1993.
ln addition, as discussed with Bob Pate of your staff in November, 1992, and on January 28, 1993, PVNGS requests NRC concurrence in recognizing credit for 2 objectives and granting an exemption from 1 objective during the current Exercise cycle.
During the ALERT event of May 4-6, 1992, PVNGS demonstrated the capability to respond to an unannounced event and to function with continuous 24-hour staffing. The State of Arizona has requested and received credit from the Federal Emergency Management Agency (FEMA) for demonstrating these objectives based on their participation during the ALERT. This request is consistent with that position.
PVNGS also requests an exemption from demonstrating off-hours response during 1993.
Having received partial credit from FEMA for meeting this objective during the May 4-6, 1992, ALERT, the State of Arizona and local government do n'ot intend to demonstrate this activity during the joint 1993 APS/State Exercise.
Pending NRC concurrence, PVNGS will reschedule this objective to 1994.
