This report covers the. operation of PVNGS Units 1, 2, and 3 during 1991, and is being submitted pursuant to Section 5.4.1 of Appendix B to the operating license.
Included with this report is a copy of the Annual Report for PVNGS Salt Deposition Monitoring Program, which is being submitted pursuant to Section 4.2.2 of Appendix B to the operating license.
Arizona Public Service Company (APS) letter dated December 30, 1991 (Reference 1),
notiTied the NRC of APS'ntent to terminate the Salt Deposition and Impact Monitoring Plan on December 31, 1991, based on having fulfilledthe requirements of the Plan as set forth in Section 4.2.2 of Appendix B to the operating license.
NRC letter dated January 31, 1992 (Reference 2), stated that the requirement forconducting the monitoring program has been satisfied, and authorized APS to terminate the program.

Nuclear Regulatory Commission ANN: Document Control Desk Annual Environmental Operating Report Page 2 The NRC requested in Reference 2, that APS provide the overall conclusions regarding the Salt Deposition Monitoring Program when the results of the monitoring for 1991 are submitted in the Annual Environmental Operating Report.
The following information is presented as the overall conclusions of the Program.
The objective of the Salt Deposition Monitoring Program for PVNGS was to identify any evidence of adverse impacts ofthe cooling tower driftemissions on the environment around the plant. The initial programmatic concern was directed at ensuring that crops cultivated on adjacent farm lands were not adversely affected by these emissions.
The enclosed Annual Report for PVNGS Salt Deposition Monitoring Program describes the results of the sampling activities conducted during the period of January through December 1991 and presents an analysis of this data. The media sampled include cooling tower basin water, deposited soluble and insoluble minerals (salt), soils, and vegetation (indigenous and cultivated).
Results for the various media sampled in the 1991 Salt Deposition Monitoring Program have been compared with corresponding preoperational values.
There are indications that the cooling tower emissions have affected the deposition samples from close-in monitoring sites.
This is particularly true for deposition samples at locations close to the towers and out to a distance of,about one mile from the center of the Unit 2 tower cluster.
The '1990 results, as presented in last year's annual report, produced similar findings. The 1991 operations of PVNGS have not extended the range of influence of cooling tower driftemissions beyond that observed in 1990, and have had no significant effects on the offsite environment.
The results of the Salt Deposition Monitoring Program, since its inception in 1983, have confirmed that crops on nearby farms were not adversely affected by cooling tower drift emissions.
The monitoring program studies of the native vegetation have also confirmed the absence of impacts of drift deposition on these species.
As evidenced by these findings, which are based on the data collected since the beginning of the program in May 1983, operation of the PVNGS cooling towers has had no adverse impact on the environment around the plant.
