Salt Deposition and Impact Monitoring Plan File: 91-004-419.06; 91-056-026 The purpose of this letter is to withdraw the request for a proposed change to the Salt Deposition and Impact Monitoring Plan submitted by the referenced letter.
This withdrawal request is based on Arizona Public Service Company (APS) meeting the requirements of the Salt Deposition and Monitoring Plan, as discussed in Section 4.2.2 of Appendix B to Operating License(s)
Section 4.2.2 of Appendix B states, "the monitoring program shall commence by the onset of commercial operation of the first unit and continue for a minimum of three full years after the onset of operation of all three PVNGS units or until such time that the licensees can demonstrate to the satisfaction of the NRC that the objectives of the study have been fulfilled."
The monitoring program associated with the Plan was implemented prior to commercial operation of Unit, 1.
Since January 28, 1986 (commercial operation, Unit 1),
PVNGS has monitored salt drift emissions from the operation of the mechanical draft cooling towers to determine the environmental impact.
The result of the monitoring has been forwarded to the NRC as part of the Annual Environmental Operating Report for PVNGS for the years 1986 through 1990.
The results of the monitoring program for 1991 will be submitted in the next Annual Environmental Operating Report.
Unit 3 began commercial operation on January 8, 1988.
Therefore, on January 8,
- 1991, PVNGS fulfilled the three-year requirement as set forth in Appendix B, Section 4.2.2 of the Operating License(s).

APS elected however to continue the monitoring program for an additional year, beyond the required three full year period.
This additional year will end on December 31, 1991 and therefore, the Salt Deposition and Monitoring Plan, as discussed in Appendix B of the Operating License(s) will be terminated.
