Dear Mr. Conway:

SUBJECT'ROGRAMMED ENHANCEMENTS. FOR GENERIC LETTER 88-17, "LOSS OF DECAY HEAT REMOVAL" (TAC NOS.

69762, 69763 AND 69764)'he NRC staff has completed its review of licensee responses regarding programmed enhancements as defined in Generic Letter (GL) 88-17, "Loss of Decay Heat Removal."

The NRC staff review was based on a sampling of about one-third of all responses..

Since the sample did not result in significant comments, the remainder of the responses wi 11 not be reviewed by NRR.

NRC review. of this phase of GL 88-17 wi 11 be accomplished as an inspection under Temporary Instruction (TI) 2515/103 in the NRC Inspection Manual.

The inspection will take place after you have made sufficient progress for NRC to make a full assessment of your programmed enhancements and will include consideration of the results of your study of core exit temperature alternatives committed to in APS letter of February 6, 1989 (Attachment, unnumbered page 4).

This letter constitutes the NRR report stated in paragraph 05.0l,as a prerequisite to the inspection under TI 2515/103.

As for your implementation

schedule, you indicate that all hardware-related modifications wi 11 be completed by the end of the second refueling outage fol:lowing receipt of GL 88-17 for each unit.

Your schedule is consistent with the GL and is acceptable.

Also, you indicate that programmed enhancements that do not depend on hardware changes were to be implemented on or before May 1990.

We understand that you will also be proposing changes to the technical specifications to eliminate the automatic closure interlock for the shutdown cooling system suction valves and to reduce the shutdown cooling, flowrate requirement (APS letter dated January 6,

1989, para. 5).

You are requested to inform the NRC in writing of any significant changes in the estimated completion schedule identified above.

You are also requested to inform the NRC in writing when the action has actually been implemented. and the modifications are determined to be operational.
