CHARGING PUMP OPERABILITY (TAC NOS. 68073, 68074 AND 68075)

By letter dated March 2, 1988, Arizona Nuclear Power Project (ANPP) provided the results of an evaluation. of the effects of gas binding on an operating charging pump which has a pre-existing cracked block.

The evaluation concluded that such a

pump would be capable of delivering its required flow following a gas binding event.

The evaluation also concluded that the rate of crack growth was sufficiently slow so as to justify deletion of ANPP's commitment to declare a charging pump inoperable within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> of thru-wall crack discovery..

NRC approval was sought for this deletion.

Based upon the operating experience of the Palo Verde charging pumps to date with the installation of a new block design and the availability of spare

blocks, we conclude that any proposed relaxation of your commitment would more appropriately be evaluated on a case-by-case basis rather than granting anticipatory approval for a spectrum of circumstances.
