TO NRC BULLETIN NO. 89-01 "FAILURE OF LlESTINGHOUSE STEAM GENERATOR TUBE MECHANICAL PLUGS,"

PALO VERDE NUCLEAR GENERATING STATION (TAC NOS. 73187, 73188 AND 73189)

On May 15,

1989, NRC Bulletin 89-01 was issued to licensees with pressurized water reactors and requested that action be taken with respect to Westinghouse steam generator tube mechanical plugs which were fabricated from thermally treated Inconel 600.

By letter dated June 2, 1989, Arizona Public Service Company (APS) stated that the tube plugs in question were not utilized in Units 1 and 3, but were installed in Unit 2.

APS committed to replace the affected tube plugs during the Unit 2 Cycle 3 outage (currently in progress).

In a telephone conversation with your staff on March 8, 1990, it was clarified that both hot-leg and cold-leg plugs will be replaced during the current refueling outage.

Although APS'une 2, 1989, letter did not specifically address Actions 2.d and 2.e of the Bulletin, the staff considers APS'ommitment to these actions to have been implicit in its response.

Me therefore consider that APS has ful-filled the reporting requirements of NRC Bulletin No. 89-01.
