OF MEETING WITH ANPP MANAGEMENT
This refers to a meeting held with you and members of your staff, and myself,
and other members of the
NRC staff, at the
NRC Region
V offices in Walnut
Creek, California on Septemb'er
12,
1989.
The subjects
discussed
are
suImarized in Meeting Report nos. 50-528/89-47,
50-529/89-47,
and
50-530/89-47,
enclosed
herewith.
'uring
this meeting, your staff outlined your present
assessment
of the
System Engineering
program.
As we have'reviously stated,
your past lack of
progress
in effectively implementing this vital program has
been
a major
frustration for us,
We were encouraged
in this meeting
by your intentions
to more narrowly define the role of the System Engineers,
such tha't they will
be focused
on the difficult task of anticipating
and preventing potential
problems
and failures with their systems,
rather than frequently dealing with
a number of more diffuse, less essential
tasks,
which may be better addressed
by other work groups.
We intend to closely follow your efforts to instill in
the System Engineers
a sense of ownership
and accountability for their
assigned
systems.
Likewise, as discussed
in our meeting, your corporate
engineers
should also share
an equal
measure of ownership
and accountability
for their assigned
systems.
In the area of Quality Assurance
(QA), we conclude that the actions
you have
taken represent
progress.
However,
we do not consider the issue of staffing
of QA with technically experienced
personnel
to have
been adequately
addressed
yet by you and your, staff.
We would expect
an effective
QA organization to
have the depth of experience
to allow detailed technical evaluations
to be
made,
and to be capable of providing insightful, subjective observations
to
management
regarding
the conduct of work by organizations
such
as operations
and maintenance.
Finally, although only briefly discussed
during this meeting,
we want to
reiterate that we presently
have concerns
in the area of dedication of
commercial
grade
equipment for safety related
use,
which we feel you should
promptly assess.
We intend to discuss this area,
and your audits of vendors,
more extensively during
a future meeting.
