PROPOSED TECHNICAL SPECIFICATION CHANGES - PALO VERDE NUCLEAR GENERATING STATION, UNITS 1 and 2, RE:

CONTROL ELEMENT ASSEMBLY CALCULATOR (CEAC) OPERATION (TAC NOS.

73589 AND 73590)

By letter dated June 20, 1989, Arizona Nuclear Power Project (ANPP) proposed changes to the Palo Verde Units 1 and 2 Technical Specifications regarding operation with one or two CEACs out of service.

We have reviewed the application and conclude that the discussions related to No Significant Hazards Consideration (Paragraph D) and the Safety Evaluation (Paragraph E) are not sufficiently detailed to permit staff evaluation.

Although the proposed changes are stated to be editorial in nature, and are changes which have been approved in Amendment No.

18 to Facility Operating License NPF-74, the aforementioned paragraphs are conclusory in nature and lack substantive evaluation.

It is essential that a stand-alone application provide adequate supporting bases for each of the proposed changes by discussion, rather than by broad assertion of acceptability.

Accordingly, we will hold in abeyance our review of your June 20, 1989 application.

We ask that you revise your'mendment request to include the necessary discussions, and to submit the r evised application within 30 days, or provide an alternate schedule for doing so within 15 days.
