FUEL SURVEILLANCE COMMITMENTS (TAC NO. 56662)

By letter dated October 19, 1988, Arizona Nuclear Power Project (ANPP) provided the status of surveillance commitments and ANPP's plans for future fuel inspections.

Your letter identified the fulfillment of ANPP's commitment with respect to Guide Tube Wear Inspections, and ANPP's continued commitment to" perform visual examinations of discharged fuel assemblies.

Your letter also requested staff approva,l of a change to your previous commitment with respect to Fuel Assembly Shoulder Gap Measurements (Palo Verde SER, Supplement No. 8, Section 4.2.4).

We have reviewed your request regarding Fuel Assembly Shoulder Gap Measurements and find your proposed inspection plan to be acceptable.

We also find your proposed commitment change of providing one shoulder gap inspection report when ANPP is ready to close out this issue or in the event inadequate clearances are discovered, rather than a report after each shoulder gap inspection, to be acceptable.

As previously discussed with members of your staff, we request that this practice be implemented after the submittal of the inspection report for Unit 1, Cycle 2 Fuel.

We also request that the report regarding Unit I, Cycle 2 Fuel be submitted within 60 days following restart of the Unit.
