SUBJECT:
EVALUATION OF REACTOR COOLANT PUMP SHAFT CRACKING FOR PALO VERDE UNIT 3 (TAC NO. 68248)
REFERENCE:
REPORT ON UNIT 1 AND 2 REACTOR COOLANT PUMP SHAFTS, ANPP TO USNRC DOCUMENT CONTROL DESK, DATED MAY 20, 1988 (161-01038).
The staff has completed its review of your submittals pertaining to reactor coolant pump (RCP) shaft cracking observed in Palo Verde Units 1 and 2 and cor-rective measures taken for all 3 units.
The review included ANPP's inspection findings, determination of root cause, and corrective actions taken.
Units 1
and 2 are currently operating with modified shafts; Unit 3 is operating with its original shafts which will be replaced during the first refueling outage.
In addition, all three units have vibration monitoring programs in place for early detection of potential shaft fai lure.
The purpose of the staff review was to determine whether continued operation of Unit 3 till the spring 1989 refueling outage is justified.
Our evaluation concludes that the Unit 3 RCP shafts are acceptable for continued operation until modified shafts are installed at the next refueling outage.
Ac-ceptance is based on speed of crack development observed in Units 1 and 2 and the early detection capability for shaft failure.
