0 PVNGS UNIT 3 STARTUP TEST REPORT SUPPLEMENT 1 PAGE 1 INTRODUCTION This is the first supplement to the startup report for Unit 3 of the Palo Verde Nuclear Generating Station (PVNGS). The original report, submitted to the U. S.

Nuclear Regulatory Commission (NRC) on April 6, 1988 (see referenced letter),

addressed the startup test phases of initial fuel loading through power ascension testing. The test results for two areas of testing remained open at the time that this report was submitted. These areas are the Main and Emergency Peedwater Systems Test (startup report Section 6.10) and the CPC and COLSS Verification (startup report Section 6.11). This supplement to the startup report addresses the status of these open items.

The visual inspection of the feedwater piping, supports and adjoining structures after the feedwater transient resulting from the transfer of feedwater from the economizer to the downcomer has not yet been performed. This inspection includes equipment in areas that are inaccessible during power operations. Consquently, this inspection will be performed during the next appropriate shutdown, but no later than the first refueling outage of Unit 3. Since this refueling outage is not scheduled until March 1989, it will not be addressed in future supplements to the Unit 3 startup report. Instead, a summary of the results of this test will be provided separately to the NRC after its completion.

The recording of CPC process input signals and analog outputs using an FM tape recorder had not yet been completed prior to the issuance of Revision 0 of the unit 3 startup report. Due to hardware malfunctions with the FM tape recorder this taping has not yet been performed. The FM taping will be addressed in a future supplement to this report.
